Reduce the crawl_interval for mainnet from 30m to 15m to improve peer validation frequency. Combined with the dnsseeder fix that filters addresses older than 2x crawl_interval, this ensures: - Peers are validated every 15 minutes - Addresses older than 30 minutes are excluded from DNS responses - Maximum stale window reduced from indefinite to 30 minutes
